First, you don't do E3 the week before. That footage was shot, sent to marketing, and edited 6-8 months ago.
Second, you don't make games in a linear fashion, and often the last thing you make is the overworld, menu's, and other things that will allow you to make your first build. You don't need them seeing everyone is going to be polishing and testing the small parts they personally worked on, and 99% of the time you cut or add something late in development that would force you to remake them anyways. So while this might be "pre alpha", meaning it's footage from before the game is fully compiled, that's not an indication of how much work is left to be done. Sometimes the "pre-alpha" includes every level, 100% complete and even bug tested.
